Mitratech HR Solutions, a leading provider of workforce compliance technology, in collaboration with media and market intelligence platform HRMorning, released new research examining operational bottlenecks across healthcare human resources divisions. The findings show that healthcare HR professionals always cite compliance as the largest challenge that they face in terms of operations regardless of the introduction of many artificial intelligence vendor solutions on the market.
The report entitled The Compliance Concerns Healthcare HR Brings Up First examined 2,867 vendor discovery discussions made from September 2023 to May 2026 across 48 states. Leveraging HRMorning’s market intelligence solution called Rover, researchers were able to get insights directly from the healthcare HR professionals about the areas which are problematic due to fragmented procedures.
“This research makes clear that compliance isn’t a single workflow,” said Dave Deitering, CEO of Mitratech HR Solutions. “It’s dozens of interconnected obligations spread across multiple systems, deadlines, and regulatory frameworks. Healthcare organizations can’t keep up and need solutions that bring trusted data compliance intelligence, Agentic AI automation, and ongoing workforce compliance together into one connected experience so HR teams can operate with speed and confidence.”

Three Core Vulnerabilities Impacting Healthcare HR Operations
The study identified three persistent operational friction points facing healthcare talent and compliance leaders:
Compliance Drives Daily Workflows: Whether large facilities or small, regardless of position within healthcare organizations, HR professionals working in healthcare organizations consistently mention dedicating considerable time to adhering to compliance requirements such as OIG exclusions, Form I-9 reverification, E-Verify compliance, state-specific licensing, and ongoing medical credential maintenance.
Disparate Technical Environments: Work processes often depend on disparate systems, outdated Excel sheets, email sharing inboxes, and manual data manipulation. The result is duplicated work efforts and inability to get an instant view of compliance status for all stakeholders involved.
Speed vs. Compliance Guardrails: Human Resources (HR) faces the challenge of recruiting clinical staff quickly due to staffing shortages while making sure that every background check, license validation, and verification are performed perfectly.
Unifying Background Screening with Form I-9 Verification
To mitigate these operational pressures, the report emphasizes the necessity of connecting background screening workflows directly with digital Form I-9 and E-Verify management. By integrating pre-employment screening via AssureHire alongside electronic Form I-9 automation, healthcare employers can eliminate manual data duplication, compress onboarding timelines, and maintain audit-ready workforce records.
