Clutch Partners with LinkedIn to Scale AI Readiness and Workforce Development Across California

Human-centered AI readiness and workforce consulting firm Clutch has announced a strategic collaboration with LinkedIn to help California state and local government agencies, alongside higher education institutions, modernize workforce development and accelerate economic mobility across the state.

Under the partnership, Clutch will assist public sector and higher education teams in deploying LinkedIn’s enterprise talent software including LinkedIn Recruiter, Hiring Assistant, LinkedIn Learning, and Talent Insights. The joint initiative prioritizes responsible implementation, measurable workforce outcomes, and human-centered deployment to support the nearly 40 million residents across California.

Modernizing Workforce Pipelines Through Human-Centered AI Infrastructure

Founded in 2019, Clutch works in public-sector modernization, change management and implementation of workforce programs. Working with Clutch implementation approach together with LinkedIn AI enabled job match, skills intelligence and learning platform, the collaboration addresses increasing talent gaps and structural skills deficit in the state infrastructure.

Initial deployment projects are launching across high-priority public sector and education use cases:

AI-Driven Skills & Job Matching: Connects California residents directly with regional employment opportunities using targeted skill-alignment algorithms.

Integrated Learning Academies: Incorporates LinkedIn Learning modules directly into existing career and technical education (CTE) pathways across higher education systems.

Predictive Workforce Planning: Leverages LinkedIn Talent Insights as a force multiplier for public agencies to map labor trends, identify emerging skill requirements, and guide workforce investments.

Proprietary Implementation Framework: Applies Clutch’s AI Readiness methodology—built around organizational change principles and cognitive behavioral science—to drive long-term platform adoption.

Built on Deep Institutional and Policy Leadership

The initiative draws on significant public-sector expertise within Clutch’s executive leadership. CEO James Regan previously served as California’s Deputy Secretary of Workforce Development, while Head of Client Delivery Hayley Figeroid formerly served as Deputy Director of Strategic Initiatives at California’s Office of Data and Innovation. Their background provides direct experience in designing, governing, and scaling the state-level systems this collaboration seeks to enhance.
