Mitratech Report Highlights Rising HR Compliance Challenges Amid AI and Talent Pressures

Mitratech has released its State of HR Compliance 2026 report, revealing that HR leaders are facing mounting pressure as regulatory demands, talent priorities, and AI adoption converge. Based on insights from 500 U.S. professionals, the study underscores a growing gap between workforce objectives and the increasing complexity of compliance requirements.

The report finds that attracting and retaining talent remains the top priority for 41% of HR leaders, followed by improving employee engagement (35%) and advancing career development initiatives (29%). However, these priorities are being challenged by rapidly evolving compliance obligations, which require stronger governance, improved documentation, and more integrated systems.

“Today’s HR leader must balance two critical mandates: delivering strong people outcomes while also managing an increasingly complex compliance environment,” said David Deitering, CEO, HR Solutions. “Our research shows that while attracting and retaining the right talent remains the top priority, HR professionals are increasingly concerned and distracted by compliance requirements that are constantly changing and expanding for most organizations. That combination is creating pressure for HR teams already operating with limited resources and can prevent them from delivering on their core mission.”

Compliance demands are intensifying across organizations, with 75% of respondents reporting changes in their requirements and 54% indicating those demands have increased over the past two years. Despite this shift, many companies continue to rely on fragmented tools and manual processes, adding operational strain and limiting efficiency.

The Mitratech report also highlights the growing importance of AI governance. More than half of respondents (51%) identified compliance related to AI and automated decision-making as the leading emerging trend over the next 12 to 18 months. As AI tools become more embedded in hiring and workforce management, organizations must ensure adherence to employment laws and ethical standards while managing risks tied to automated outputs.

“AI is accelerating decision-making and expanding the scale of HR operations, which means governance expectations are evolving just as quickly,” added Deitering. “At the same time, with limited regulatory clarity around AI, HR practitioners are navigating new layers of complexity without clear guardrails in place. That’s why having trusted experts and compliance-focused technology to rely on is more important than ever.”
