O’Reilly, a leading learning platform for technology professionals, has introduced a new solution designed to help organizations build and validate technical expertise with greater precision. The company’s newly launched verifiable skills offering focuses on competency-based development, mapping specific technical capabilities and delivering personalized learning plans that align directly with each learner’s needs.
The new approach moves away from traditional, one-size-fits-all courses that often require learners to complete lengthy programs regardless of their existing knowledge. Instead, O’Reilly verifiable skills defines expert-curated competencies across five proficiency levels, from foundational understanding to full technical mastery. Each level has clear, measurable skills. This helps learners focus on what they need to improve and skip unnecessary content.
As learners advance, the platform creates personalized skill plans. It also confirms achievements with verifiable digital badges. These badges follow the Open Badges 2.0 standard and include third-party verification. This allows employers to quickly confirm a person’s skills. For organizations, the system provides clear insights into workforce development. It shows assessment results, hands-on practice metrics, and progress toward key competencies.

The launch comes as demand for rapid upskilling continues to grow. Gartner research indicates that by 2027, generative AI will create new software engineering and operations roles, requiring 80% of the engineering workforce to reskill. A separate Gartner survey conducted in June 2024 found that 85% of leaders expect AI and digital transformation to significantly increase skills development requirements over the next three years.
“The shift toward skills-based hiring and internal mobility requires objective proficiency measurement that goes beyond traditional credentials and binary completion tracking,” said Julie Baron, chief product officer at O’Reilly. “O’Reilly verifiable skills allows organizations to track meaningful skill development across their entire workforce with clear metrics that show skill plan adoption, learning investment, and advancement.”
At launch, the verifiable skills catalog includes Python, Power BI, Java, and Kubernetes. O’Reilly plans to expand this in 2026. The new offerings will cover software architecture, AI agents, cloud platforms, cybersecurity, and more in-demand technologies. This will help organizations navigate rapid technological change.
