Neuroscale AI has teamed up with Carahsoft Technology Corp. to deliver secure, AI-driven talent management solutions to U.S. Federal agencies. This partnership marks a big step in modernizing government hiring practices. Carahsoft will serve as Neuroscale AI’s Public Sector distributor. They will offer the platforms through Carahsoft’s wide reseller network and contract vehicles, like NASA SEWP V and ITES-SW2.
The partnership fits well with the Federal government’s efforts to reform hiring. This is part of Executive Order 14170 and the Office of Personnel Management’s Merit-Based Hiring Plan. These initiatives want to replace degree-based screening with skills assessments. They also aim to shorten resumes to two pages and include essay-style evaluations. Additionally, they seek to cut the time-to-hire to under 80 days. All this is meant to boost fairness, transparency, and merit.
“Federal agencies need tools that make merit-based hiring not just a policy ideal but an operational reality,” said Ishan Jadhwani, CEO & Founder of Neuroscale AI. “By partnering with Carahsoft, we can empower agencies with on-premise, compliance-aware AI that accelerates talent sourcing and screening, ensures fairness and upholds the values of Government service. Our ARBI and Athena platforms deliver the speed, accuracy and security that agencies need to meet the mandates of Executive Order 14170.”

Neuroscale’s ARBI (Agentic Resume-Based Intelligence) platform automates skills-based assessments. It aligns candidate qualifications with mission needs while enforcing veterans’ preference, EEO, and clearance rules. ARBI is built for secure, on-premise, or air-gapped deployment. This helps agencies speed up evaluations without risking sensitive data.
Athena complements ARBI by assisting both candidates and recruiters. The platform helps applicants create clear, merit-focused resumes and prepares them for essay evaluations. It also provides recruiters with tools to cut bias and enhance decision quality. Together, these solutions form an AI-powered talent intelligence system designed for compliance and efficiency.
“With the addition of Neuroscale AI’s solutions to our portfolio, Carahsoft and our reseller partners can now help agencies implement the intent of Executive Order 14170 at scale,” said Edward Walinsky, Sales Director overseeing the Neuroscale Team at Carahsoft. “By delivering fast, fair and compliant talent sourcing and assessments, Neuroscale’s ARBI and Athena platforms enable agencies to rebuild trust in Federal hiring while filling mission-critical roles more efficiently.”
As agencies work to meet aggressive reform timelines, the partnership positions AI as a practical enabler of faster, fairer, and more transparent Federal hiring.
